US Defense Secretary orders withdrawal of 5,000 soldiers from Germany

The US Defense Secretary has ordered the withdrawal of approximately 5,000 soldiers from Germany, a move expected to be completed within six to twelve months. This decision occurs amid a period of strained diplomatic relations between Washington and Berlin regarding foreign policy and military spending.

The order to reduce the US military footprint in Germany comes after a review of troop presence in Europe, according to the Pentagon. While the official justification cites a need to align with local conditions and the requirements of current deployment areas, the timing coincides with a period where relations between Washington and Berlin have dramatically deteriorated.

5,000 Troops to Exit Germany Within One Year

The US Defense Secretary has directed the removal of about 5,000 personnel from German soil. A Pentagon spokesperson told the Welt that the process is expected to conclude within the next six to twelve months. This reduction is part of a broader strategic adjustment, occurring as the two nations navigate a complex series of diplomatic disagreements.

To understand the scale of this move, it is necessary to look at the total US presence. As of mid-April, the US military reported approximately 86,000 soldiers stationed across Europe. Of these, between 38,000 and 39,000 are based in Germany, according to reporting from SZ and Welt. Because these numbers fluctuate due to rotations and exercises, the withdrawal of 5,000 troops represents a reduction of roughly 13% of the current German-based force.

This action follows a pattern of pressure from the US President, who had previously indicated that a reduction in troop levels was under consideration. This is not the first time such threats have been used as diplomatic leverage; during the US President’s first term from 2017 to 2021, he proposed withdrawing 12,000 of the then-35,000 soldiers in Germany, citing insufficient German military spending. Those plans were later halted by the subsequent US administration.

Diplomatic Friction Over Iran and Ukraine

The current order follows a period of increased friction between the US President and the German Chancellor. While the two leaders had a positive start to their interactions in June, relations soured quickly during the conflict in Iran and through subsequent disagreements over regional stability.

The friction began when the German Chancellor expressed criticism regarding the US offensive against Iran. The US President responded by claiming the Chancellor had no knowledge of the situation and described his efforts regarding the Ukraine war as completely ineffective. The troop withdrawal is one of two simultaneous measures targeting Germany. Alongside the military reduction, the US President announced increased tariffs on cars and trucks imported from the EU, a move that is expected to specifically impact Germany as Europe’s largest automaker.

Strategic Hubs: Ramstein and EUCOM

Despite the reduction, the US maintains critical infrastructure in Germany that remains essential for global operations. Two primary installations define this footprint: the US European Command (EUCOM) in Stuttgart and the Ramstein Air Base in Rhineland-Palatinate.

The reduction of personnel raises specific questions regarding security and the long-term stability of the US assistance promise within NATO. While a partial withdrawal of troops may not have immediate consequences for the physical security of the country, the impact depends largely on which specific units are being relocated and whether they are being moved to other European sites or returning to the United States.

Congressional Limits and Security Risks

The US administration does not have total autonomy over these troop levels. The US Congress established a security mechanism at the end of last year to prevent a sudden collapse of the European presence. Under this rule, the total number of forces permanently assigned to the EUCOM area of responsibility cannot remain below 76,000 for more than 45 days.

If the troop count stays below this threshold, the administration must follow specific reporting procedures to justify the reduction. With 86,000 troops currently in Europe, the withdrawal of 5,000 from Germany would leave approximately 81,000 personnel in the region, keeping the US above the Congressional floor for the time being.

The focus in the coming months will be on the official reports submitted to Congress and the specific units being moved. These documents will provide the necessary data to determine how the US is managing its troop levels in Europe and whether the current movement is a targeted adjustment or part of a broader change in the regional military posture.
